			<content:encoded><![CDATA[<p>A this year's Tribeca Film Festival, I watched a film that pushed the envelope for me. That phrase is such a cliche, I know, but what Antonino D'Ambrosio has done with Let Fury Have the Hour is making me rethink everything I took for granted in my life. </p>
<p>While there are many groundbreaking messages in D'Ambrosio's film, the mantras that have personally caused me to reevaluate my writing, my thinking and the way I relate to my fellow human beings run the gamut from "It's about being for something, not against it" to "We are all born citizens of the world" and "Approach everyday problems creatively <a href="http://www.cheapwindowskey.com/Windows-7-Key/" title="Cheap windows 7 key" style="text-decoration: none;font-weight: bold">Cheap windows 7 key</a>, as an artist." But instead of a film that preaches and teaches, D'Ambrosio and his multi-talented, impressive crew of artistic activists manage to take the audience on a journey <a href="http://www.windowssystemkey.com/Office-2010-Key/" title="Office 2010 Key" style="text-decoration: none;font-weight: bold">Office 2010 Key</a>, one that guarantees to change us and the way we view the world around us.</p>
<p>I am myself a product of the "us against them" mentality of 1980s, first perpetrated by leaders like Margaret Thatcher and Ronald Reagan, which aimed at separating the individual from the community and created a chasm that would resonate around the world. We are still living, and fighting, the results of those powerful actions but as long as there are wonderful people like Antonino D'Ambrosio to help us fight the good fight, we may end up being OK after all.</p>
<p>Let Fury Have the Hour is a cinematic movement, not just a film, and as such, it deserved a different kind of piece. That's why I wanted D'Ambrosio's answers to be framed by the faces of some of the exceptional artists from all different disciplines who collaborated on his film.</p>

			<content:encoded><![CDATA[<p>According to Mark Twain, "The only two certainties in life are death and taxes". In the case of food, however, there's nothing certain at all about taxation. It was a lesson I learnt the hard way when, as a new assistant buyer, I accidently set up the whole milk drinks category under the wrong VAT code and then spent weeks grovelling to the Accounts Dept. to clear up the mess. </p>
<p>The complexities of food VAT have never been more in the spotlight than recent weeks amidst the backlash against the so-called 'Pasty Tax'. Yet, the morning after the Budget when interviewing George Osborne for Today, the BBC didn't consider the tax change even worth mentioning. Why has it become one of the hottest news topics around?</p>
<p>The 2012 Budget introduced standard-rated (20%) VAT on all food and drink (apart freshly baked bread) "above ambient air temperature when provided to the customer". When VAT was introduced in the 1970s, the Heath government promised the necessities of life would not be subject to taxation. As a result, most retail foods were exempted but restaurant food was taxed: eating was deemed a necessity, but eating out was not. </p>
<p>In 1984, the scope of VAT was widened to include hot takeaways on the grounds they were designed for immediate consumption and so "in competition with meals served in restaurants and cafes". Of course, the world has moved on a lot since the '80s and many food retailers nowadays sell hot takeaway-style products such as pasties and rotisserie chickens. However, they've often avoided charging VAT, arguing products were only hot for reasons of health and safety or because they were fresh from the oven and not because they were meant to be eaten straight away.</p>
<p>So far, so good. As Sarah Teather MP put it on Question Time, it's "a simple matter of a level-playing field". How can it be right for a baker or big supermarket to sell a hot pasty VAT-free, whilst the family-run chippy next door must charge customers an extra 20%? Even without this disadvantage, recession always hits the restaurant trade particularly hard. "Eating out" is typically named as one of the first things consumers stop doing when times are tough: in 2011, over 680 restaurant groups went bust.</p>
<p>However <a href="http://www.intattoodepot.com/tattoo-guns-c-11.html" title="Professional Tattoo Machine" style="text-decoration: none;font-weight: bold">Professional Tattoo Machine</a>, VAT on food is rife with anomalies and imbalances. No matter how much my husband may disagree, HMRC do not consider ice-cream one of life's necessities and so tax it at 20% but they exempt Baked Alaska. A strawberry smoothie is weighed-down with VAT but fresh strawberries aren't. Peanuts are a luxury unless they're still in their shell. In the context of the Pasty Tax, sandwiches are a particularly good case-in-point: buy a sandwich from your staff canteen and take it back to your desk, you'll pay 20%; pop out to M&#038;S and do the same, you won't. </p>
<p>Why not iron out this anomaly too? How can this be any more fair? Not all Caterers are megaliths like Compass or Aramark; not all workplaces have access to a supermarket round the corner. A sandwich tax would probably also have been a lot easier to administer. The practical challenges of VAT on the basis of product vs ambient room temperature are mind-boggling: as the journalist Simon Jenkins remarked, "a shrewd politician says 'stop! this is a disaster area' and leaves it entirely alone."</p>
<p>So was the government just being daft? They may have felt there was no alternative, no matter how tricky the tax change would be: In March last year, a German fast-food operator Manfred Bog won a landmark case in the European Court of Justice: Under German tax law, foodstuffs are subject to a lower rate of VAT than restaurants and catering services. Manfred successfully argued that takeaway food for immediate consumption is a supply of foodstuff, not catering as the elements of service one would normally associate with a restaurant are not predominant. </p>
<p>Although the laws involved are extremely complex, the ruling theoretically paved the way to challenge the UK's position that hot takeaway food is catering and so VAT-able. </p>
<p>Last autumn, the National Federation of Fish Friers joined forces with accountants KPMG to start testing the waters. The implications of a victory are mind-blowing. The UK fish and chip industry is currently worth c.£1.2bn a year. A successful claim would not only cost HMRC £240m a year in future tax revenues but could also result in VAT reclaims for at least the last four years. We'd be talking at least £800m and this is before claims from all the other takeaways in the country - the Chinese, the Indians, the hot dog vans - have even been considered. One of the elements in HMRC's favour is the fact that <a href="http://www.tattooinksmall.com/tattoo-kits-c-13.html" title="Tattoo Kits Tattoo Kits" style="text-decoration: none;font-weight: bold">Tattoo Kits Tattoo Kits</a>, unlike Germany, the UK also takes heat into consideration in its VAT legislation. <p>That said, whatever the rights or wrongs of the tax per se, the government have certainly come across as hopelessly out of touch in their handling of the case and it wouldn't be in the slightest bit surprising if they simply hadn't predicted the backlash. Whichever spin-doctor allowed George Osborne to talk in terms of 'the rich paying the most, the poor the least' in a Budget which cut the top rate of income tax, but increased VAT on ordinary foods frankly needs some serious medical attention of his own. </p>
<p>Let's not forget the humble pasty started life as a portable lunch for ordinary working fishermen and tin miners. Ken McMeikan, CEO of Greggs, summed it up well when he said: "people simply can not afford to pay 20% more for everyday food". He has repeatedly talked in terms of job losses and closures of businesses as a direct result of the Chancellor's proposals. Given that £30m was wiped off Greggs share value as a result of the tax, he may well have meant his own but even so, the impact on small business can't be under-estimated. Regardless of whether or not customers are willing to pay the extra 20%, the additional VAT complexity will cost money. As one small business owner put it, "I spend one week full time every quarter doing my VAT return; I recently asked my accountant if he would pick it up but he said he would charge me too much... the number of VAT rules... is bonkers... as it's so complicated, the chances of a mistake are so large, there's bound to be a need for me to pay more."</p>
<p>Perhaps the most fascinating part, however, is the way in which the Cornish Pasty suddenly seems to have captured the public imagination and ignited a fierce national pride: as one protestor outside Downing Street last week put it, "it's an attack on our heritage". It's all very unexpected given that a 2010 survey by This England magazine found we were the least patriotic country in Europe. As a nation, it's certainly true we're more uncomfortable than most with out-and-out anthem singing and flag-flying displays, but looking back over the years, we've often taken pride in the quirkier, quintessentially British aspects of life. This now seems to be manifesting itself in a new-found pride in our food. Celebrity chefs like Gary Rhodes who has long since championed the excellence of British produce and Heston Blumenthal, whose latest restaurant Dinner is a celebration of British cuisine, have undoubtedly helped. However, even at local level, there's a growing undercurrent: Over 40 regional foodstuffs from the Melton Mowbray Pork Pie to the Birmingham Balti are currently applying for Protected Geographic Indication status. Perhaps it's partly a reaction against our long-standing reputation as the culinary joke of Europe. There's nothing us Brits love more than an underdog.</p>
<p>So in this David and Goliath tale, what are the humble pasty's chances against the Big Bad Tax Man? As a spokesman for Rowe's Cornish Bakery put it, "never say never". Twelve days ago, an appeal against the VAT change was narrowly defeated in the House of Commons, but the consultation period on the tax has now been extended until 18 May: plenty of time for the troops to rally. In the last week alone, we've seen the presentation of a 500,000 strong petition to Downing Street and further marches in Cornwall. In this particular food fight, the Treasury should perhaps have listened more carefully to the old saying, "an army marches on its stomach".</p>

<p>The rebuke came in a Thursday letter that disputed the FCC&#8217;s reasons for fining Google Inc. $25,000 earlier this month.</p>
<p>Despite its misgivings, the company isn&#8217;t trying to overturn the fine. The letter instead tried to debunk the idea that Google did anything wrong — a high priority for a company whose motto is &#8220;Don&#8217;t Be Evil.&#8221;</p>
<p>The FCC contends Google &#8220;deliberately impeded and delayed&#8221; a privacy probe focused on the company&#8217;s collection of sensitive data sent through unsecured Wi-Fi systems while photographing for the Street View feature on its online mapping service.</p>
<p>In its 14-page letter, Google argues that the 17-month inquiry would have gone much more quickly if the FCC hadn&#8217;t dawdled so much. In some instances, Google says the FCC took seven to 12 weeks to respond to information that the company had submitted to the agency.</p>
<p>The FCC&#8217;s delays were so frequent and lengthy, according to Google, that the agency&#8217;s legal window for completing the investigation would have closed if the company hadn&#8217;t agreed to a seven-month extension.</p>
<p>&#8220;That is hardly the act of a party stonewalling an investigation <a href="http://www.intattoodepot.com/tattoo-kits-c-12.html" title="Tattoos Machines Kits" style="text-decoration: none;font-weight: bold">Tattoos Machines Kits</a>,&#8221; Google lawyer E. Ashton Johnston wrote in the letter to P. Michele Ellison, the chief of the FCC&#8217;s enforcement bureau. &#8220;Rather, it is a demonstration of Google&#8217;s interest in cooperating and allowing the FCC time to conduct a thorough investigation.&#8221;</p>
<p>The FCC didn&#8217;t immediately respond to requests for comment.</p>
<p>In its notice about the fine, the FCC said it still had significant questions about Google&#8217;s data collection on Wi-Fi systems because it couldn&#8217;t get all the answers it wanted from the company.</p>
<p>Google <a href="http://www.supertattooinks.com/tattoo-guns-c-15.html" title="Rotary Tattoo Machine" style="text-decoration: none;font-weight: bold">Rotary Tattoo Machine</a>, which is based in Mountain View, Calif., also disputed the notion that it didn&#8217;t fully cooperate with the FCC.</p>
<p>In its letter, Google reminded the FCC that it handed over more than 800 pages of information after reviewing more than 500,000 documents to satisfy various requests made during the inquiry.</p>
<p>Google also revealed for the first time that it had cooperated with a U.S. Justice Department inquiry into Street View&#8217;s collection of Wi-Fi data. The Justice Department took no action against Google, the letter said. The Federal Trade Commission also investigated the Street View data-gathering and didn&#8217;t penalize Google.</p>
<p>By accepting the FCC&#8217;s fine, Google also closed that agency&#8217;s investigation.</p>
<p>Google has consistently maintained that its collection of personal information on Wi-Fi networks wasn&#8217;t illegal, although it wasn&#8217;t something the company intended to do when it sent out camera-bearing cars to cruise neighborhoods. The company attributed the information-gathering to a program that an overzealous engineer installed to help plot the location of the pictures.</p>
<p>The FCC says it subpoenaed an unidentified Google engineer as part of its investigation, but the employee invoked his Fifth Amendment rights against incriminating himself.</p>

<p>Whatever else it may come to mean, the execution of Troy Davis by the state of Georgia can stand for the proposition that the death penalty in America is finally dying. That's because the fight over the death penalty is now happening in public, at the grassroots <a href="http://www.supertattooinks.com/" title="Tattoo Supplies" style="text-decoration: none;font-weight: bold">Tattoo Supplies</a>, and with reason triumphing over emotion. In the debate over capital punishment, the desire for certainty is finally beginning to carry as much weight as the need for finality. Americans are asking not so much whether this particular prisoner should be killed as whether this whole capital system is fair.</p>
<p> Steve Kornacki asks whether the Davis case and the vast amount of media and international interest it has generated might serve as a "public opinion tipping point" that signals the beginning of the end of capital punishment in America. He notes that public support for the death penalty has remained pretty consistent over the past decade (64 percent of Americans are still for it), and points out that the decline in support for the death penalty since the 1990s has more to do with a drop in crime rates than changes in attitude. Kornacki concludes that "the basic eye-for-an-eye nature of the death penalty remains compelling for most Americans," and in light of all the whoopin' and stompin' by the Rick Perry crowd in the last month, it's tempting to think that the government-sanctioned killing of a man who many believe to be innocent won't move the needle much. Tim Murphy agrees, reminding us that "[a] third of all Americans, 34 percent <a href="http://www.tattookitdepot.com/" title="Tattoo Supplies" style="text-decoration: none;font-weight: bold">Tattoo Supplies</a>, believe an innocent person has been executed and at the same time support the death penalty."</p>
<p>I think that's wrong. Start with the fact that the Troy Davis case has created staggering levels of public interest in the death penalty. (Jeff Toobin called Davis "the best-known person on death row" and that no death penalty case has engendered this much public doubt and outrage since the execution of Julius and Ethel Rosenberg, killed in 1953 for spying for the Soviet Union.) It is probably folly to try to understand why one death penalty case captures the public imagination more than any other. But the Davis case illustrates so many of the growing doubts about the capital system, such as questions about the reliability of eyewitness testimony (as explained by Brandon Garrett), the grotesque levels of racial bias that infect the capital sentencing system, and the various types of police misconduct. </p>
<p>Whatever the reason, those who are opposed to the death penalty in general and those who opposed it in this particular case have drawn enough attention to the case that even Kim Kardashian was tweeting about it. Facebook profiles were changed to read "I Am Troy Davis" and Twitter activists used hashtags such #IamTroyDavis and #TooMuchDoubt to urge supporters to call the offices of the judge and district attorney. Rallies, vigils, and protests were organized on both Facebook and Twitter in ways that have put the question of capital punishment before hundreds of thousands of Americans who may not have felt that they had a voice (or even a strong opinion) on the issue. It seems that Americans, and especially young Americans, have a lot to say. The point they were all making—I am Troy Davis—is exactly the right one: Could someone I care about have been sentenced to death based on a bunch of eyewitnesses who later recanted?</p>
<p>Here's why I think all this matters: In a thoughtful essay posted earlier this week, my friend Andrew Cohen writes about why it matters that the death penalty be administered fairly. He asks why "the 'law' in capital cases now is mostly used as a weapon" and wonders how it has come to pass that in declining to revisit the claims of actual innocence in the Davis case, Georgia was forced to say "that its interest in the finality of its capital judgments is more important than the accuracy of its capital verdicts." That question—why and how many of us are willing to tolerate error to achieve finality—is the real dispute here. And it's why, in the Davis case as in almost all death penalty cases, the two sides have talked past each other for so long. </p>

<p>China. The first political group to earn the "gang" tag consisted of Mao Zedong's wife, Jiang Qing <a href="http://www.hervelegerroom.com/herve_leger_dress-herve_leger_gowns-herve_leger.html" title="Cheap Herve Leger gown" style="text-decoration: none;font-weight: bold">Cheap Herve Leger gown</a>, and three other Communist Party officials who were instrumental in engineering the Cultural Revolution. It was Mao himself who coined the term, in 1975, when he felt that Jiang and her small band of associates were accruing too much power. He warned Jiang: "Don't form a gang of four–don't do it! ... Forming a minority is bad; throughout all history it has always been bad." It's thought he was alluding to the Green Gang, Shanghai's famous criminal organization. (Jiang grew up in Shanghai.) A media campaign was launched against the group after Mao's death <a href="http://www.maindresses.com/marc_jacobs_dress-herve_leger.html" title="Marc Jacobs Dresses sale" style="text-decoration: none;font-weight: bold">Marc Jacobs Dresses sale</a>, blaming the so-called "Gang of Four" for the excesses of the Cultural Revolution. </p>
<p>The term "gang" was first applied to an American political group in May of 1980. Worried about growing conservatism under Ronald Reagan, liberal Republicans Robert Stafford and Charles Mathias and three (later four) other like-minded politicians worked together to modify proposals on environmental policy, at times threatening to or actually voting with Democrats in so-called "floating coalitions." In a nod to Jiang's clique, Sen. Pete B. Domenici called them a "gang of five," criticizing their role in slowing down negotiations. Stafford and company took a liking to the phrase and turned it to their benefit. They were said to have worn large red buttons proclaiming "Join the Gang of Five" in black Chinese calligraphy. The media then started using the "gang" moniker with a neutral or even positive connotation. </p>

<p>The next prominent "gang" consisted of seven Republican freshmen representatives (including current Speaker of the House John Boehner) who were highly critical of the Democratic majority during the early 1990s. The media gave the Republican freshmen this name, but the group embraced it and even posed for a black-and-white photograph with the caption: "The Gang of Seven. We closed the House Bank. We're changing Congress. Join the fight." </p>
<p>Once used rather sparingly, the "gang" tag is getting ever more popular. In the past decade along there have been at least five political gangs. And although the first two American gangs were composed of Republicans, all gangs since then have been bi-partisan. Prominent examples include the aforementioned "Gang of 14," the "Gang of 12" that in 2007 worked on immigration reform, and the "Gang of Six," which attempted to negotiate a bipartisan health bill in 2009. </p>
